Post subject:  Surrey PFI

It seems that Surrey's street lighting PFI will use Mallatite columns and WRTL Arcs and Libras fitted with remote monitoring, and that there will be 70k replacements and 19k refurbishments (lantern replacements), affecting all of the county's 89k lighting columns. The PFI will be operated by the Skanska Laing consortium, and work will start in March 2010 initially focusing on the Reigate and Banstead, Spelthorne and Guildford districts. Replacements will be street-by-street and ward-by-ward for each district, before moving onto the next district. There will be three teams doing replacements, one team for each district. So it seems that whole areas will be relit all at once. Replacements will be largely one-for-one, and as part of the remote monitoring, part night dimming will be implemented.

Here is the link to the FAQs. Note, on the page that shows the two types of lanterns being used they state "Arc" and "Iridium", when in fact they mean "Arc" and "Libra".

That Arc looks like it could have a CosmoPolis lampholder in it.

I don't know about you, but I really prefer the Libra to the Residium, however I want to see a Celest in use now!

I prefer the Libra too, the Residium looks too big for side-roads.

Yes, I agree, we have the largest sized Residiums here at 5m and they look completely ridiculous!

The Surrey street lighting PFI has officially started, so the five year count down to supposed 100% extermination of existing lanterns has begun. Arcs and Libras here we come.

I found a document stating what equipment the Surrey PFI is using. Here is a breakdown:

WRTL Libra: 55w PL-L
WRTL Arc80: 45/60/90/140w CPO-TW, 100/150w SON
WRTL Arc80 (Flat Glass): 90/140w CPO-TW, 100/150w SON
WRTL Arc90: 250w SON
WRTL Arc90 (Flat Glass): 250w SON

All lanterns will have Harvard remote monitoring and be either black or green and mounted to black or green Mallatite columns either post-top or side entry. So Surrey are only using a minimum of 55w CFL but also using 45w and 60w CosmoPolis, and in addition to 90w and 140w CosmoPolis they are using 100w and 150w SON. And there will also be 250w SON. So much for banishing orange light.

Seems odd to be using CFL and potentially Cosmo for side roads and then Cosmo and SON for main roads.

I wonder if they are doing a comparison for main roads (below 250W) of SON/Cosmo and CFL/Cosmo for side roads?

Perhaps they don't feel Cosmo is sufficiently mature yet and hedging their bets? Also as it becomes more widespread, the price of lamps and gear will fall. However for residential, a 55w CFL lantern will be considerably cheaper both to buy and relamp than a Cosmo lantern.

There was an article on the regional TV news about the Surrey PFI. It showed a Libra being fitted to a new column next to an Avenue 2D with a Beta 5 on. Also shown were Arcs running SON with radio nodes. The presenter also had a laptop connected to control a Libra which he dimmed and then switched off - well could of course been done from the control room and he was "staging it".
