The PFI continues to drag its feet in West Sussex, particularly main road "A" routes/dual carriageways and distributor roads around Horsham and in Crawley.

However, in the last 10 days, new columns have been installed to replace Stanton and Staveley sleeved concretes on the A24 west of Horsham at the B2237 roundabout. No signs of any works to get rid of the numerous similar columns on the A264 between Horsham and Crawley though.

There has been a relative flurry of activity recently to replace and upgrade pre-PFI lighting in Southampton and Hampshire.

In Southampton, there is believed to only be one CU Byway X column left in the city, supporting one of only two Philips MI26s left that aren't in private operation. There are two CU Midway X columns remaining, one with a GEC Z9454 that isn't working and another with a Phosco P125 which has survived thanks to scaffolding. A second Z9454 survives disconnected on an 8m Stainton hockeystick. The greatest concentration of old lighting is in Burgess Road, where five untouched casties remain, three still fitted with GEC Z5580s (the last non-private mercury in the city) and another with an MI26.

In Hampshire, barely any non-private or non-parish maintained side road SOX survives anywhere now. Main road SOX is doing better, thanks partly to road improvement schemes. In terms of main road SOX, there are Philips MA50s, Philips MA90s, GEC Z9454s, GEC Z9554Ms, GEC Z9555 Bricks, an Eleco HW509 and a Phosco P157 (not working).

I wonder how much of this old lighting will survive into 2016. There will be some, but will the recent spate of activity continue and kill off a proportion of what is remaining? Aside from this, there will be privately owned stock helping to give SOX a continued presence.

In Winchester, this has gone in the last few weeks, with the bracket chopped off from the wall. No replacement has been fitted, probably because there is a column with a floodlight nearby. That floodlight has also been converted from SON to a Philips LED floodlight.

Hampshire has created a nice facts and figures page for its street lighting. Here are some key bits:

102196 fluorescent

Residential Roads (assume CFL) - 35% dimming, extending to 60% midnight to 5am
CosmoPolis - 40% dimming all hours
Main Roads (assume SON Iridiums) - 25% dimming, extending to 50% midnight to 5am

The South Coast PFI continues to crawl through West Sussex. Some work was carried out on roundabouts on the A264 Horsham bypass at the end of last year, however in Crawley, much of the main road lighting remains untouched with concretes still in the town centre and to the east of the town.

However, work has now started to the south west of the town centre replacing 25ft Stewarts and Lloyd columns similar to these. There is about a mile of this type of column, the biggest single group of the type in the town (there are a couple elsewhere). A few still retain HW745s - but not of the inverted V type shown in the link. That particular column was replaced almost 4 years ago and was literally just round the corner from the current works.

Is the work in West Sussex being planned according to these posts (or more likely there is a rush to finish work before the end of the current FY at the end of March as funding allocated for the PFI can't be carried over second time - as work is more than a year behind..)?

No sooner had I posted that, and works starts on the A2220 to the south of Crawley replacing these sleeved concretes. New columns minus lanterns, are already installed next to half of these installations. Bucking the trend for taller columns, the replacements are of the same height.

On the outskirts of Horsham, more new works in the last few days. On the A264 at Broadbridge Heath, more sleeved columns are about to go with excavations at Broadbridge Heath. The existing installations are fitted with Zodion photocells which suffer from ON/OFF/ON/OFF/ON (etc) switching at dawn. It is quite hilarious watching them all flashing in the morning. Dread to think what it does for control gear and lamp life. Oh well, even that will soon be gone.

In comparison, there is a lack of activity in Southampton and Hampshire, with the non-upgraded lighting remaining untouched.

Well, almost. I notice at M27 Junction 5 the two stepped aluminium columns installed amongst the standard steel columns have been replaced with post-topped fibreglass columns, so I'm guessing that shows the progress on the assets being "accepted" into the inventory following the improvement scheme.

With the end of the financial year approaching, which is also the end of year 6 of the PFI, it looks like in Southampton SSE may be going for another push.

Looking at the roadworks.org website, the CU Byway X with Philips MI26 by a subway in Third Avenue Millbrook, the casties with Z5590s in Burgess Road, and the sleeved CU Highway X columns with ZX2s on the Cobden Bridge all have their cards marked.

With just these replacements, it would not be the end for old lighting in the city. There are still a few installations of interest, both the responsibility of SSE and private. SSE has also been quite incompetent at maintaining its inventory and carrying out replacements, because as mentioned before, there are the odd few installations which are missing off the fault reporting map which are clearly their responsibility, and unsurprisingly these have not been touched. I'm not talking about the odd column down a footpath, I'm talking about things like a whole street being relit, but one column in the middle being considered to not be theirs, even though their numbering scheme suggests otherwise.

Meanwhile over in West Sussex...

Back in November 2014, new columns went in at the Chelmsfold A29/A281 roundabout replacing 1980s concrete columns. Well barely a year later, those same new columns which are on the traffic island splitters (like the one in the GSV link) have been ripped out. They have been replaced with new "crash safe" flanged rooted and tapered columns attached to tubular foundations. Bit ironic really when there was a solid concrete column in those places for decades and they weren't "unsafe", but of course regulations are regulations, and who didn't check those before fitting the wrong columns the first time round....

2 weeks ago I wrote:

Both of those sections are now largely complete with the old columns waiting to be removed. At the Broadbridge Heath end, work has now moved further west to the Five Oaks Road roundabout.

At the Crawley end, work has started on the A2220 Horsham Rd between the Breezehurst Rd and Bewbush Drive roundabouts.
